The members of the list responded generously and insightfully to my
initial rather vague question.  May I ask a more precise question?
When in the post-1945 era did scholars, government authorities and
policy analysts reconceptualize alcohol as part of a wider definition
of drugs?  I assume that this is the period when it occurred.  Or am I
wrong?
