This New York Times article is highly reminiscent of the notes and speeches of
the Prohibition-era U.S. Marshal for the Northern District of Ohio. G.A.
Stauffer changed his attitude on Prohibition mid-way through his second
appointment to the post - a political disaster for him within the Ohio
Republican Party - after seeing a dramatic increase in the number of prisoners
and attendant costs from 1920 to 1928. He felt that most of the prisoners in
federal institutions were there as either a direct result of trafficking in or
using alcohol illegally.
