Let me add that those who wanted to limit the consumption of alcohol
drink and its consequences disagreed among themselves about
perpendicular drinking.  My memory, for instance, is that the
Norwegian or Bergen version of the Gothenburg scheme of disinterested
management allowed perpendicular drinking only.  In contrast, others
who wanted to reform the public house hoped to turn it into a
working class family restaurant with tables, chairs, food, and other
"softening" influences.
