In _Prohibition: The Era of Excess_ (1962), Andrew Sinclair
reported that revenue from liquor taxes during the late 19th and early
20th centuries contributed amounts ranging from one-half to two-thirds of
U.S. federal internal revenues. I have not checked this nor calculated
what proportion of total revenues this would represent, but it might serve
as a useful note or basis for comparison.
