So this problem is still going on, and is also happening to our new CAS 
pair.  I have confirmed the information to be correct.  The failover 
configuration on the General tab shows the peer server as OK, and either 
active or inactive.  When i try to set the sync on the Synchronization 
tab, I get the error.  I have rebooted each server seeral times, tried it 
in various browsers with no luck.  It does appear to pass all information 
correctly though.  However, every 10 seconds I get "Failover configuration 
failure of Clean Access Server [_service_address]" in our event logs.  Now 
double that for each pair and we get 2 messages ever 10 seconds.  This 
appears to be a bug rather than a config problem on my end.  Any help 
would be appreciated.
