Check to see if these users have some flavor of Norton or Mcafee
firewall installed. I've had instances with these products where the
firewall blocks CCAAgent.Exe from outbound traffic, resulting in the
situation you are describing.
To check in Norton:
1. Double click on the icon in the system tray
2. Choose the Personal Firewall section
3. Once in the options for the firewall, choose the Programs tab
4. Scroll through the list and see if CCAAgent.Exe is listed. If it is,
you can either change its permission from "Block Always" to "Allow
Always" or you can just remove the listing for it and the firewall
should almost immediately ask how you want to handle traffic from that
executable.
I can't find my notes for Mcafee so I can't be sure where it is in the
settings, but it's pretty much the same type of issue.
