Got OOB vgw working just fine now.  Had to switch the snmp-receiver to port
162 even though i had specified 161 on the switches and in the receiver.
Left 161 on the ports though.

Also learned that even when the CAS doesn't say to reboot you probably
should after any change.  ;)
