Please check if you have enabled bandwidth management on the CAS? 

CAM -> CCA Servers -> Manage -> Filter -> Roles -> Bandwidth -> Enable
Bandwidth Management  & Update.

Can anybody tell me whether or not bandwidth control is designed to work
in Virtual Gatway mode?

I limited bandwidth for my test role to 28k with ownership and was still
downloading at over 5mbps.
