I could have sworn I've seen updates check for system file dates.

Hi Don,
Microsoft releases all of their OS hotfixes on "Patch Tuesday" once a
month, but yes, when a new ruleset is pulled down it is instantly
effective.
Since all the Hotfix checks are registry based, there is no date
checking like there is with Antivirus definitions. So its a yes or no
type of deal.
