Since you posted in the mu.vms newsgroup, I'll assume you are talking about
doing this on the Digital Alpha VMS machine...  I'll also assume you are using
the EVE (sometimes known as TPU) editor, which is the default (I think).
 
Given that, just prepare to send your email as usual.  Perhaps you would want
to type in a brief message before or after your included file (which needs to
be in ASCII format).  Then type ^B (the ^ stands for the "CONTROL" key).  This
puts you in the command Buffer.  Delete out any message that appears and type
INCLUDE A in order to bring your file into the current email message.  Then
send away!
 
Anyone know how to do this with the LSE or EDT editors?
