I think the problem comes with the way the phone switches on the branch
campuses are configured. The way it is set up now, you cannot direct dial
to an extension on campus; you must go through the operator. Each
direct-connect phone (such as the two existing 24-hour lines) costs the
university business-rate monthly charges.
By contrast, the Oxford campus has its own prefix (513-529-) so that each
extension on the university _is_ direct dialable. When dialing the Oxford
modems, the phone switches play games of their own to route it to an
internal number. This works as long as there is capacity in the incoming
phone trunks coming from the Oxford GTE office. Which is generally the
case, except during times like MU-Cares registration when you get the
"All circuits busy" message.
