Well, the access provider mentioned is local so using them won't incur
any more cost than the $35 a month + setup fee.

Cost is determined from the area they are in (competitive market) and
the services they render.  IAC isn't the cheapest, but they're not
to bad, and for Oxfordians, they are basically the only choice for
SLIP or PPP links.

I'm far from rich, it's just I use and value the service enough to
pay for it.  Even if the university supplies it, we still have to
pay for it, but it would be split between 12,000+ students so it would
be very inexpensive.
 
The other reason I use this site is for business reasons.  By using
my own machine through IAC, I don't have commercial restricions on my
account.
