Perched atop wooden utility poles.  
East side of Spring Road on both sides of Church of Christ north of Walnut Street 3:30 today. 
Check all poles from in Highland Park till north of Spring Road Church of Christ. 
In past years I’ve seen them on most every pole at one time or another.  Not always 2.
