I tried with all my might to make it a Tufted Duck, but I can't. The bill pattern looks good for Ring-necked. As does the white "spur" on the forward flank and grayer flank panel behind it. Also the tail seems grayer rather than blacker. I see no hint at all of a tuft, not that it always shows on Tufted Duck.
Intriguing - thanks for posting. And would be glad to hear what others may reply.
