And there is a little pocket up here in NE Ohio where they actually stay and breed. I live in Geauga County and for many years on April 1st I open the hay loft door of the barn about 10 inches for the Junco's to come in and make a nest between hay bales. They have three successful broods each year, the first leaving the nest in May, then late June/early July and the third in August. We are fortunate indeed. This data was contributed to the 2nd Ohio Breeding Bird Atlas.

This subject seems to come up every year. Peterjohn states that Juncos usually leave southern and central Ohio by May 1-5 and northern Ohio, near Lake Erie by May 8-12, but occasionally stay through the end of May throughout the state. So seeing them in March or April should not be a surprise.
