I guess I don't see the satire here (if indeed there is some).
Also, it's difficult for me to get enraged by cormorant culling.  We manage all sorts of wildlife; we cull deer to protect forest wildflowers, we remove honeysuckle and buckthorn, we trap cowbirds around sensitve species like the Kirtlands Warbler.  As a person who watched cormorants take over 2 different rookeries in Florida, I know firsthand that they don't mix well with other nesting rookery birds.  The West Sister islands are a scarce resource for nesting birds; why shouldn't we manage them to maximize bird diversity?  The only downside I see is that the State has been so low-profile about it, that it's hard for us to separate where 'protection of the island rookeries' stops and 'eliminating a competitor to lake fisheries' starts.  The former might be reasonable; the latter is just odious mis-management.
