From an IRB / human research subject protections' perspective, students are a protected class due to their vulnerability to overinclusion and oversampling, for obvious reasons, in a wide array of projects. One focal point among many is the nature of a project...education, research, or a combination. Personally, I doubt any institution-based policy can displace federal or state regulations that guide the work of IRBs.
