Hello,

This message is addressed to those state institutions who have Certified
Fire Safety Inspectors (CFSI) on their health and safety staff and whos
primary job responsibility includes the use of their CFSI knowledge.

I have been in recent discussion with the Fire Marshal's office on several
issues. On item I am currently fact-finding is the possibility of those
state institutions who have CFIs on their staff to performing some tasks
which now require a visit from the Fire Marshal's representative.

I am not looking at items which may require or lead to a 'Notice of
Violation'. I am looking at the area of witnessing the installation and
testing of fire suppression equipment and fire alarm & detection devices on
your respective institutions property.

I hope I am correct in stating that all of us and the institutions which we
are employed by would very much like to see all fire detection, alarming
and suppression equipment installed and maintained to code.


My plan is as follows (Please fell free to comment):

1. Any CFSI (wishing to participate) working for a state funded institution
would be required to register with the Fire Marshal's Code Enforcement
Section.

2. The CFSI would document any witnessing and or testing that is completed
and forward a report to the Marshal's office.

3. The Marshal's office would then do periodic quality control inspections
of the systems based on your report to their office.

4. Any project in which there is the potential for problems, the Marshal's
office representative would then be notified to witness the test.

As I mentioned earlier, this is an idea, a discussion - no more then that.
I am looking for input which may support or shoot down the idea.

Most of the installations and testing are done according to the code. We
all know that at on may occasions the Fire Marshal's representative is
sometimes busy and hard to schedule (many of them have multi-county
responsibility). We are not looking to take away any responsibility of the
Marshal's staff, just to use the resources that we have available to us and
to them (our CFSI certification).

This topic is only for the fire alarm and suppression system aspect. Any
other inspections or functions of the Marshal's office which affect your
institution are in included in this discussion.
