ODE has posted, as of 11-15-06, the MEMORANDUM OF CHANGES IN THE FEDERAL 
REGULATIONS FOR THE IDEIA. You   may locate it by going to
www.ode.state.oh.us,  follow these steps: 1) scroll down side bar links
to: > Learning Conditions and  Support ; 2) then scroll down to : Students
with Disabilities; 3) Click on  Special Education Laws, Operating
Standards and Procedures ; 4) Click on :  MEMORANDUM on New Federal
Regulations ( should be the first of the list).
