Many of you may know of Cincinnati Councilman John Cranley and his
proposed "Housing Impaction" Ordinance to restrict funds for new
low-income housing in the city.  The Ordinance is not out yet.  He
hopes to have City Council vote on it by the week of September 17.
At this point, the only thing in writing that the public has to study
is his Motion that was passed on June 20, 2001.

FYI, I have attached a working paper co-authored by myself and my
colleague Jonathan Diskin, who teaches Economics at Earlham College.
In the context of the rebellion of early April, we find Mr. Cranley's
Motion to be a rush to judgment, off the mark, and can do some
serious damage.
