10-11: Adoption & Foster Care: Last week the President announced the award
of $20 million bonuses to 35 states that have been able to increase the
number of children adopted from the public foster care system. The bonuses
are part of a number of incentives that have been offered in conjunction
with the 1997 Adoption and Safe Families Act. A panel discusses the
administration's strategy and how the needs of children in the foster care
system can be better met.
