Rowan university allows smoking, in the majority of the residence halls and apartments only if the other primary occupants smoke.  We have two halls that are designated Healthy Living centers and occupants  as part of the housing agreement agree not to use tobacco, smoke or use alcohol. If they violate that agreement, they can be evicted.

The University of Toledo allows smoking in their rooms only and only if
their roommates agree.
