I need to know how you classify students who are enrolled in a joint 
Bachelor/Master program who are in their 4th year/1st year of the program - 
do you still classify them as undergraduates for HEI purposes or do you 
move them up to a graduate level - if you classify them as ugrads but they 
are taking graduate courses do you charge them the grad rate?  and what 
about assistantships?
