I hit this reservoir for a few hours this rainy morning, looking for waterfowl fallout. Numbers were very low, but diversity was OK. Part of Horseshoe Rd and Panhandle Rd (along the east side of the reservoir) were closed, possibly due to flooding. I made stops at the dam, Elmwood Picnic Area boat ramp, State Park marina, State 229 bridge, and Sherwood Rd boat ramp. The upper regions of the lake had little other than gulls, but the central & lower areas had some small flocks of waterfowl. Highlights included:

Horned Grebes - flocks of 8 and 6 birds, most still in winter plumage

Dabbling Ducks - Mallards at several stops, 5 American Wigeon off the marina launch

Diving Ducks - Some small flocks of Lesser Scaup, perhaps 20 birds total

Mergansers - 60+ Red-breasted Mergansers, mostly in the lower reaches of the Lake. 10 Hoodeds were scattered at 3 different locations, while a pair of Common Mergs were off the marina.

Gulls - 100+ Ring-bills on a gravel bar off Elmwood boat ramp (the furthest south ramp in the State Park), with smaller numbers elsewhere.

Raptors - a few Red-tails at different locations, but the rain seemed to inhibit most raptors. An adult Bad eagle was looking for easy picking in the spillway below the dam. The osprey platform off the SR 229 bridge had no hint of activity.

Migrant landbirds - also severely curtailed by the hard rain, but a Phoebe was foraging below the dam, and Fox Sparrow was at Sherwood Rd ramp.

I also stopped birefly at the upper reaches of Alum Lake (Hogback Rd and Howard Rd bridge) on the way home, and saw even less there, with only some Canada goose pairs, Hooded Mergansers, and Ring-billed gulls for my trouble. There are extensive mudflats at the upper end of ALum, along Hogback Rd, but they had only attracted a few Kildeer and gulls this morning. The osprey platforms here also showed no sign of any ospreys.
