The Tuscarawas River behind the Dover Dam has been out of its banks for the past couple of weeks now.  Tundra swans and many species of waterfowl are gathering at several points in Tuscarawas County.  One of these is visible east of I-77 just north of Bolivar.  Approximately 100 tundra swans were counted there yesterday, March 13.  Also seen during my brief late afternoon stop there yesterday were 6 SURF SCOTERS.  I returned this morning but could not relocate these birds.  Most waterfowl species were present however including the following:
