Yesterday's orange-tagged ring-billed gull was part of a study done in the Chicago area in 2007, as Greg Cudworth suspected.  As he noted, you should report sightings to Thomas.W.Seamans AT aphis.usda.gov.  Below is the email I received from Tom Seamans:
 
I can provide you with some information on the tagged gull that you saw at the Lorain harbor.  The gull was tagged during the spring of 2007 in the Chicago, IL area as part of a study to determine gull reactions to egg oiling.  We marked a total of 724 gulls with either orange (150 tags), green (202 tags),  royal blue (222 tags) or yellow (150) wing tags.   Although this study was originally set up to study local gull movements (and we are still plotting those) we have been noticing a difference in the reporting rates for the various colored tags.  As a result I am very interested in any observations regarding the different tag colors.  Should you spot tagged birds of any color I would appreciate learning of your observations.  At the moment, the yellow and orange tags are being observed more frequently (about 2:1) than the blue or green tags.
