You might want to attend.  These seem to be less than the previous
recommendations and are still voluntary!

Greetings:

The U.S. Fish and Wildlife Service (Service) will host a Wind Turbine
Guidelines Advisory Committee meeting on April 27, 2011, from 9 am to 5 pm
ET. The meeting will take place at 4401 N. Fairfax Drive, Room 530,
Arlington, VA 22203. The meeting is open to the public. The meeting agenda
will include a presentation and discussion of the Service's Draft Land-Based
Wind Energy Guidelines.

If you wish to attend, you must register online no later than April 20,
2011. To register, visit http://www.fws.gov/windenergy/news.html and submit
a registration form.
