eBird data show a great deal of waterfowl variety from reports Sunday,
including Long-tailed Duck.  Considering other contemporaneous reports to
this list without the bird, it's a strong possibility that the purported
Long-tailed Duck and perhaps a few other species showing for that date were
actually decoys, which the hunters have been leaving in tight rafts in
front of their blinds when not in use.  The decoy string in front of the
blind on the point just to the southeast of the Harveysburg Road viewing
location does appear to contain at least one faux Oldsquaw, among other
diving ducks which have been absent from other recent reports.

I'd welcome a correction from the observer, but otherwise Caveat Birdor.
