My fourth try was the charm for this bird.  Today Steve Santner and I had the bird within 5 minutes of our arrival, viewing from the pavilion overlooking the "blue buildings" in Ashtabula.  The adult Black-tailed Gull was on the roof of the  closest blue building.  It was fidgety, not staying for more than a few minutes at a time before flying of just to land on another spot on the same roof.  At times we could only see the head of the bird as it was behind  obstacles on the roof.  When we left 35 minutes later it was still there.  No other birders around today at least while we were there.
