Just as I was about to pull away from the parking lot overlooking the train yard, a couple of local birders tapped on my window to tell me they had the owl in their scope. It was on a pile of debris behind the trains in front of a pile of black stuff (coal?)
This spot is to the west of Lakeshore Park. 
It was seen at about 3:45 pm.
