Like Kathleen, I was concerned about excessive use of flash in congested, dense birding situations, like the boardwalk at Magee.  We actually had a spirited discussion about this very topic yesterday, on the social network site which shall not be named. The bottom line is, while there are few studies addressing this question specifically, the consensus is that minimal, if any, harm comes to birds from reasonable use of fill flash in nature photography.
