Hi,

Kim Kaufman sent me a copy of the proposed Bay Village ordinance which is
still in committee.  The current wording of the ordinance does indeed
implicitly ban bird feeders, but does not do so explicitly.  It is not the
intent of the proposed ordinance to ban bird feeders

I have had a nice correspondence with City of Bay Village Council President
Paul Koomar regarding the deer feeding ordinance, and proposed some
exemptions for bird feeders that will not also serve as deer feeders.  He
has forwarded these to the Safety and Environment Committee where any
changes would be included.

As I said earlier local governments are generally very responsive if you
contact the right people and do so in a civil manner which proposes a
solution that is acceptable to all parties.  A key to this is to read
everything carefully to understand the issue and then to clearly explain
what you think is wrong.  Local officials appreciate this approach and are
very responsive to it.

In all honesty I was surprised, as a non resident, that I got such a rapid
response.  Bay Village residents should watch this issue  and address
comments to Councilman Dwight Clark

Further, it appears North Ridgeville has already enacted a deer feeding
ordinance which has the implicit ban on bird feeders.  Residents of that
municipality should contact their council members to propose the ordinance
be amended.
