Hi,
I have posted Bob Lane's pictures to my flickr stream:

(Thanks Bob)
I will leave it to others to determine the identity of this bird. As to it
being a dwarf Greater Black-backed Gull as is coming up on the ABA Rare
birds FB page: As many of you know I am very evidence based and I will
make this observation : Howell and Dun say the length range for HEGU is
22-26.3 so average is 24.15. GBBG length range is 25-31, so the Herring
Gulls at Conneaut must be on the large side or this bird is outside the
known range for GBBG. I have no evidence to support either hypothesis.
