Thank you for all of the comments. All responses I received from the ID-Frontiers email list suggested Broad-winged Hawk. Bill Clark, co-author of A Field Guide to Hawks of North America in the Peterson field guide series, indicated it was a Broad-winged, which is the final word for me.
