I believe that if someone wants to kill a snowy owl, they will do it whether it is habituated or not. When I was a kid, I saw a boy kill a pure white snowy owl with his pellet gun in Columbiana county. It was warm weather, like early fall. The owl was not expected to be around then. I believe he is the only person who knew of it. I was a beautiful creature, and I thought it was such a shame. Hadn't seen one again until this year, 45 years later.
