Joe and all,
I certainly do not encourage taking it into our own hands to feed Snowy Owls pet mice and I really don't feel like getting into the regular debate of human involvement vs a natural cycle that has been going on forever. However, I followed the link and was stunned by the following statement - "Eventually I would just toss the mice out onto the gravel road. White mice move slowly and never made much of an attempt to get away." Encouraging an owl to approach roads, gravel or not, is NOT ideal. You're putting the owl at great risk attracting it to the road. Eventually it could choose to just sit on the road and wait for more food.
If you're concerned on a particular owl that looks emaciated, call a rehabilitator FIRST. They are trained and know how to handle a Snowy Owl. I highly recommend contacting Back to the Wild, located in Castalia, Ohio. They have experience with Snowy Owls. http://www.backtothewild.com/
