ROUTES: Same usual morning routes; afternoon routes cut short due to drifting snow.
TIME: 8:00am-11:30am; 1:20pm-3:35pm TEMP.: 27-32-30 COND.: Almost constant snow,
heavy at times; visibility poor; cloudy all day; no open water.
