eBird will send rarity alerts to anyone who signs up to get them, but just because one receives an alert does NOT mean that the sighting makes it into the eBird database.  Whether the sighting makes it into the database depends on how well it was documented and whether the reviewer "verifies" it. That's why, when someone did a "search" for this species, it didn't show up. eBird tries to accomplish two competing objectives:  getting the word out quickly, and keeping the data "clean".  All reports of this kind undergo the verification process by the state reviewer.

According to Jim McCormac posting on the Birding Ohio facebook group, the
report is a hprank. Apparently the reporting person has a history of
dubious sightings at this location.

I really hope no one went rushing out in this weather to the park or are on
their way right now based on the hoax.
