I finally spent a few minutes to survey the Tuscarawas River at Bolivar to check out the congregation of birds that has been frequenting the open water. This spot next to the golf course is only viewable from I77 so it's a bit dangerous to stop for any length of time. I was able to pick out 4 adult Greater Black-backed Gulls from the large flock of Herrings & Ring-bills. There were 2 Tundra Swans with a few dozen Canada Geese. Other waterfowl included 6 Common Goldeneyes, a Bufflehead, 6 Red-breasted & 12 Common Mergansers.
