This site from Cornell has detailed info on where to place a Barn Owl's
nest box, how high to place it, measurements, etc.

and the opening on your nest box does sound too small.

It would be hard to determine when an owl might find your box. Some of the
factors would include (but not limited to)

   - the existence of birds in your area
   - proper habitat placement of the box
   - the competition from other birds, animals, for the nesting box
   - the attitude of the owl (!)

Do not be discouraged if none appear right away, but continue to do your
part to discourage other creatures from using the box. Make sure that you
will be able to easily clean out the box of old nests, etc. (maybe by
January), by having a hinged opening. This site shows such an opening

* It can take a long time*…I hung a bat house on the side of the garage &
it took 5 years before they found it…*or a short time*…I hung a blue bird
house & 4 weeks later they were building a nest!
