I am certainly not an expert on this topic, so I am glad to see it come up, but my understanding is that during hunting season wildlife areas are closed to the public during the hours that hunting is permitted.  Also, where there are lotteries for hunters to have access to blinds or particular areas, there is a 500 foot setback between hunters.  

The Ohio Administrative Code states as follows referencing hunting areas in Wildlife Areas, of which Big Island and Killdeer are both part of that designation (note the last line):

"1501:31-9-01 Special regulations applying to all properties owned, leased, or under control of the division of wildlife.

... .

(R) It shall be unlawful for any person to be on a division of wildlife owned, leased or controlled wildlife area between eight p.m. and the following six a.m. from September first to the following May first; and between ten p.m. and the following six a.m. from May second to the following August thirty-first for any purpose without first obtaining written permission from the chief of the division of wildlife unless such person is hunting, fishing, or trapping. Provided further, it shall be unlawful for any person not actively engaged in hunting, fishing or trapping to be on a division owned, leased, or controlled wildlife area when posted with signs stating "Area Open For Hunting, Fishing, And Trapping only, all Other Activities Prohibited." 

I have birded Big Island and Killdeer during the hunting season, but have limited my viewing to use of a scope/binos from the road or pullouts.  That certainly limits what you can see, but knowing the confusion people have regarding the hunting rules in Ohio in these areas (including me!) I am not willing to venture into an area where there is active hunting with live shells even if I was dressed all in Hunter Orange.

I would greatly appreciate any more information that people have on this topic.
