Birding independently, Dennis Troyer and I both saw a good candidate for a western grebe on Tappan. Long neck, larger than RB Gull, hint of a long thin bill but really bad light, choppy water and distance prevent either one of us from calling this bird. Was on back side of island but there is a fair amount of boat traffic chasing the birds around. Once, we met, we were not able to refind the bird. He is still looking and I'm off to work. I can confirm his report of Franklin Gulls. I saw two earlier this morning.
