The picture of the person on the left is indeed Ernie Lymes.   There is an
historical book of the boardwalk at Magee located at the Sportsmens
Migratory Bird Center that has some pictures.   Perhaps if you contact the
manager Pat Baranowski he would allow you to look at it.   This will not
help with your deadline but may identify the unknown person in the photo.

I recall seeing a plaque commemorating Ernie Limes on the boardwalk at
Magee.  His picture is on the plaque.  Maybe someone at Black Swamp Bird
Observatory can get a picture of it and send it to you.

Subject: [Ohio-birds] Help sought in identifying birder in old photograph

A local publication will be offering a feature on the life of Tom Thomson,
and the author asked me to identify the birder standing in the middle of the
attached old photo. The man on the left is Ernie Limes I think, but I don't
know who the man in the middle might be. The image likely comes from the old
Brownie days. Any help from veterans of bygone eras would be welcome, but
needed by the day after tomorrow for the publication deadline! Please send
to me; my guesses are not of much help...
