The Kelp gull was seen by a small group of us this morning on the ice at Springfield Lake (Summit Co).  There were also 2 GBBG and 1 first cycle Glaucous present among the many HEGU and RBGU.  The lake ice opened up with last weekend's warm, windy conditions, which has brought the gulls back.  With the nearby landfills not operating today, it may be worth a shot at trying this spot again this afternoon as the gulls return, although it's true that the KEGU has largely defied any real discernible pattern.
