I heard a couple of weeks ago via Vic Fazio that the OBRC has a new secretary, Jack Stenger, who is finally getting the ball rolling on things. The Kelp Gull was indeed accepted, and they are voting on other rarities now, so I'm sure there will be an official announcement soon once they clear a bit of the backlogged submissions.
