I've had late-singing Hooded Warblers at several locations around central & southern Ohio in past years, including birds singing in September at Tar Hollow and Scioto Trail State Forests. I had one singing in Blendon Woods just 2 days ago. It seems to occur a lot in some years, rarely in others, and may have to do with 2nd nesting attempts. The same seems true of several other late summer singers, including Wood Pewees, Acadian Flycatchers, Yellow-thr.Vireos, and Summer Tanagers, in my experience.
