        I recommend a well-written work by ornithologist Linda Wires--"The
Double-Crested Cormorant: Plight of a Feathered Pariah"-- available from
the Yale University Press. A generous segment of this work is free on
line at
https://books.google.com/books?id=9oI6AwAAQBAJ&pg=PT266&lpg=PT266&dq=ohio+cormorants&source=bl&ots=Wi2cUdNsfE&sig=ngGILC06a4s_fEAcGNkHwV1ktb8&hl=en&sa=X&ved=0ahUKEwi3q7Pu98jOAhWFKGMKHcyRCP44FBDoAQgmMAI#v=onepage&q=ohio%20cormorants&f=false
and the entire book is available from the publisher.
Part of the work (see the section "The Importance of History")
foreshadows in some detail the efforts of Ohio's Division of Wildlife
and the federal Wildlife Services to kill cormorants in western Lake
Erie. The history of birds at West Sister Island--now a National
Wildlife Refuge--and nearby unique islands in the area, from the days of
mostly unregulated human greed--is made clear. See the section titled
"The Importance of History" for stories of unregulated fishing, hunting,
and egging, collection of feathers for the millinery trade, forest
removal, introduction of livestock, chemical contamination, hotels, a
casino, artillery practice and bombing tests, and all sorts of
depredations which shame us today. The slaughter of cormorants
continues, however.
