Some bluebirds will use the nesting boxes for roosting but "mock " mating
and nesting behavior is normally observed each year in the fall. Can't
speak on this behavior being normally seen in December, however.

I have a nest box trail of 13 boxes. I observe this kind of behavior
almost every fall. Some of the bluebirds will stay over the winter. I
haven't observed them using the boxes during the winter, but I don't
monitor them after the nesting season is over--just casual observation.
