Hi all,

I notice that Mark attributes his waterfowl sightings to Ashtabula County in
Ohio. I have always thought that anything on the waters of Pymatuning
Reservoir would be considered Pennsylvania sightings, regardless of how
close to the Ohio shoreline they may be.  Can someone out there clarify the
"rules" for such records?  What about shorebirds seen on mudflats on the
Ohio side that are normally under water?
