This is rather a strange looking bird. I've never seen a Bald Eagle with that much white on its body, but the bird does seem to be an Immature/juvie. Still, its almost partial albino its got so much white. Matt, I don't think it is eclipse plumage tho, as far as I know the only birds to molt all of their flight feathers at once are ducks, here the term eclipse plumage is correct and the birds cannot fly when this happens. I could be wrong, and anyone can correct me if so. But anyways, I know this isn't eclipse plumage since the eagle has all of its flight feathers (primaries, secondaries). Hope that helps, this is a very odd looking eagle to be sure, nice find.
